And it's not like it's impossible. If what Hashino said is true, then the delay is mostly because of polishing and balancing stuff, so pretty unrelated to localization. Which means Atlus USA had a lot of time to do the localization and they might be nearly finished.
Because they said it was going to release world wide last year before the delay. I think most people forgot about that.

They never said this. By WW, the poster is talking about a simultaneous launch, not the fact that the game will eventually be available in all regions.
I wouldn't count on Atlus USA getting work done on the localization meanwhile, neither I count on them looking for an european distribution partner to announce a solid release date for every territory as soon as the japanese date is known.

A NEO release would have no real benefit to a cross gen game.
The PS4 version should have no problem hitting milestones like 1080 and 60fps I would imagine.

Yeah, Atlus USA doesn't have game programmers, so it's Atlus Japan staff doing text insertion, and going by how small even the Japan side is compared to other companies, I don't know if they'd have people free until the game went gold. I'd imagine that at some point, a worldwide release would actually mean a delay for Japan.Well, I did say on the surface. I for one, would not be surprised if Atlus USA isn't even allowed to touch any code of Persona 5 until only this year.
