Well if I have understood correctly, old games need to be patched in any case to work on ps4 neo hardware. So it's just a choice of the developers to achieve or less improved grafic assets.Maybe I'm cynical but yeah I'd be surprised if many 3rd party publishers go back to their old PS4 games to work on making them look better for the more advanced PS4 without charging anything for it. Seems like the perfect opportunity for a microtransaction!

I expect about 2 older games to be patched, 1st party, Sony will fund it, market it, and you will never see another old game updated.
Hopefully those 2 games are Just Cause 3 and Bloodborne.
Considering they will come in patch form if the leaked papers are then yes they will be free, it's up to the dev though if they want to patch it in on older games.
All games you purchase, whether via disc or from the PlayStation Store, should offer both PS4 and Neo functionality with no extra costs associated in running titles on a different console.

I'm surprised by the persistent suggestions from leaks that 'all games' will offer something, because there's a number of indie games where I find it hard to see anything meaningful the extra power would allow them. What would a Neo mode in Shovel Knight offer?

Hahaha.They aren't gonna sell you a new PS4 and then ask you to buy an update for a game you already own to make it run better. That's just stupid.
I imagine the only thing that is gonna change is that developers will have their games check what hardware it's running on and load up the appropriate settings. For example, If it's on the current PS4 model then it will load one set of textures and keep the framerate locked at 30fps. If it's on the PS4 neo then it will load up another set of (higher quality) textures and unlock the framerate.
My guess would be that even something like improved AA could count as 'Neo mode', but yeah I think Sony will apply logic to what they expect based on the game style.
There's a cynical part of my brain going "Even if it's an absolutely basic sprite-based game, if you lock the non-neo version to 30fps, that'd fulfil the requirements". That's the sort of thing I'm hoping common sense can avoid!
Neo might be a good place for them to push for 80 regular pricing, up from 70-75 they are asking now. How about it? Obviously it'd still be $59.99 in US.

I guess it's possible, if they think there's enough demand for it. Some players might buy the game again, if they've already sold it away, or played it on PC due to better performance. I wonder if it's possible for them to charge for the PS4K patches? Depending on the price and changes, I might pay for them, at least when it comes to my favorite games.
