No, I don't think it's a coincidence.
I think they're drawing from a shared pool of inspiration. As I said, the ninja tropes you seem to associate with Naruto have been around for hundreds of years. They aren't even an important part of Naruto; they stop doing most of them before they even hit Shippuden. Naruto included them for the same reason Capcom included them with Ibuki: because they are iconic ninja tropes in Japanese culture.
I do think her Critical Art is an intentional homage to Naruto. I think everything else is a freaking rubber-stamp for "tropey ninja" that you could see in a dozen anime and a few hundred Japanese traditional theatre performances before Naruto ever existed, and the weird insistence you have that it must be solely and distinctly because of Naruto is entirely irksome.
