I did some analysis based on the spreadsheet provided at http://pixelondemand.com/amic/.
The pace was holding at a fairly steady +.0038% every 3 minutes for the last couple months, but a few days ago it dropped to +.0031%. I suspect they realized that it would trigger a few hours too soon and throttled it back to compensate.
If you take the average speed after that shift, it looks like it will hit 100% at 5 PM UTC, which, if you live in the central US, is high noon.

It's going at .0030 or .0031 every 3 minutes. They might adjust it so it completes at the time above, but otherwise it gets really close at the current pace.

Think your right build attachment to a character slowly and release it just before battlefield/titanfall to keep some player base from migrating, least thats my take on it.
