It's their biggest problem and was certainly amplified by Scalebound's cancelation.
That, or expand their existing/very talented studios (343, Coalition, Turn 10) and let them work on new IPs in edition to the platform staples. Shackling them to their existing franchise stifles creativity and makes the very risk taking Spencer is describing here harder to strive for.
Particularly as MS is at the start of a new cycle with Scorpio and most of the projects are just starting. I expect a lot of CG trailers like ReCore.

Well he already implied that last year when he threw shade at Sony's E3 conference.
There are plenty of other publishers. Might even be less risky, which I'm sure MS can appreciate that sentiment.
Kind of came back to bite him considering Sony's announced games have been coming out and theirs haven't.

Yes, they should stop announcing projects way to early before release and follow Bethesda's Fallout 4 marketing strategy. But this is double-edged sword, if they'll not show new projects soon or at least at E3, some people will blame them in weak lineup, so this is no-win situation for MS either. I think one of solutions is to invest in both mid-budget and AAA titles, i mean projects with 1-2 years and 2+ years development cycle, to create diversity and fill their lineup. It's been 2 years since Spencer take leadership and we should see real outcome (i mean besides Scalebound cancellation) from his decisions in this year, and if this outcome will not be as impressive as he promised... Non-exclusives hold no interest for me, because I have a PS4, where all my friends are. I bought Xbox One for exclusives, and so far, they're really dropping the ball.

All of these games suffered from either poor critical reception, poor sales, or both (I think maybe Quantum Break is the most successful?). None of them were a success in the way MS wanted them to be. I think looking at this list of games, either Spencer or some other MS higher-ups said "We're not releasing any more games that fall below a certain quality threshold." When it became clear that Scalebound was simply going to be another game in this list - a game that wouldn't change the fortunes of the Xbox One for the better - the decision to cancel probably seemed like the right one.

The game looked bad. We have no idea what was going on or what kind of mess it was behind the scenes.
I sincerely doubt they cancelled it while thinking the game was great and on track and that fans would love it. The more logical reasoning is that it was a big turd and they finally cut their losses.

Note: if you want publishers to actually switch to this, get ready for a couple extremely boring E3s as they draw down older content, and then extremely uneven E3s going forward.
