If you can get a i5 6600k for under $160 and you're pretty strapped for cash but want to upgrade, that may still be a viable option (1600x is rumored to be around $260 retail, 6core/12 thread).
I'd still wait until after benchmarks come out to see where the performance falls unless you need to build a computer right now. I'm not sure about AMD motherboard prices, but I think I recall AMD boards being slightly cheaper as well.

why would I want to buy a 1700X if I could just OC the 1700 to the same clock speeds? OC overhead on the X version?

It's in the title of their article =) 2nd of March is the sales start so the benchmarks NDA naturally ends on the same day as anyone can just buy and benchmark one. I expect leaks between now and then though.

There is no roadmap for Ryzen 5 and Ryzen 3 yet but I guess it will reach the market few months after... May is a good bet.

This is unconfirmed but it also seems that the 1700 will only come with the 95W Wraith cooler and the 1700x comes with the full 140W Wraith. Didn't you upgrade to Kaby recently? The i5-750 was getting to long in the tooth? Or were you not too bothered about Ryzen?

Still Cinebench, but still, if an 8 core Ryzen offers even 80% the per-core performance as KL, and at 330, it'll have appeal. AMD tried the many cores thing before but not with this close per-core performance.
