He only needs to get permission from Congress to continue any attacks if they go beyond 60 days.
Trump could even use Nuclear Weapons in a First Strike capacity without prior notification. Technically, Trump can continue to strike Syria for the next 59 days. Then he just needs a Congressional vote to continue the action another 30 days.
If Congress declares WAR, then he can do whatever the fuck he wants.

Well sitting back for 3-4 years allowed the rebels to be utterly destroyed by Russia and Assad to pretty much cement rule everywhere in Syria. This does nothing but try and make you feel like you're actually doing something good. And it is working by how many of you are all 'hoo-rah we ain't sitting back anymore now' and readying for yet another costly intervention.
This is too much, just an isolated incident, in order for a war to start many of these incidents should happen.
