Not necessarily, you can "co-own" the game when/if you don't own IP, you can't own it, because you don't own IP, I believe it is regulated by some special agreement. At least I think that's how it works. Mario, Zelda and Pokemon are owned by Nintendo, it's not the same thing.
It seems it takes only the user's local timezone offset. The target date and time itself is hardcoded into one the .js files and reads "2017/04/11 16:00:00". The Javascript countdown object has variables for "expiryURL", "expiryText" and an event handler "onExpiry" that forwards the browser to "expiryURL", but none of those hold any values at runtime, so nothing happens right now if you change the target date at runtime and let the timer run out.

It is, and Kamiya himself said as much. Nintendo literally owns Bayonetta 2. Not the Bayonetta IP in general of course but Bayonetta 2 specifically is their property.

Nah man. You can totally divvy up rights.
an IP is just a bundle of rights relating to that IP
also there's no reason you can't own equitable shares of interest in an IP. it's the same way multiple people can own a single piece of land.
Basically, when you own an IP, you own the brand, but not necessarily the products. Bayonetta 2 is split between Sega and Nintendo because Nintendo funded it to completion, ergo it can't go multiplatform without Nintendo either giving Sega the green light or agreeing to sell its stake. Another example of this is Alan Wake: Remedy owns the IP but had to seek Microsoft's approval to finish up and release a PC port as the game itself is co-owned.

I'm having a hard time coming up with a roster. I guess Bayo, Jeanne, Rosa, and Rodin are enough for a 2v2 match. Enzo can be the weak joke character.

That's not really how it works though. The fact that they paid for the development doesn't make them owners of the franchise. You really need to see the details of the deal between Sega and Nintendo to know what rights Nintendo have because of them funding B2 development.
