Well think I Cell has potential, he would have to change after being given concrete proof he really isn't perfect, gimme Perfect Cell with the cunning and sneakiness of 1st form Cell, he could play everyone like a fiddle. He also doesn't have the problem of Frieza where the Z fighters(Vegeta) would carrry too large of a grudge, Cell really didn't do much worse than Vegeta and Gohan already got his revenge.

I felt the same way about Frieza as well. Generally bringing an old big bad of a previous arc to be a big bad of a new arc is a bad play.

First half of the episode was almost entirely corrected by Chief Animation Supervisor Takeo Ide, so that's probably a big part of why the episode looked fairly nice most of the time.
