Edit: All I was able to find are articles few days before the Sony showing still speculating if he will be there, no mentions of him denying being there.

Certainly seems to connect del Toro's character with a government of some kind. Firstly, of course, because of the "United Cities of America" phrase. But secondly, because the center of the spiderweb on the pin is right around Washington, D.C. You'll notice a clear pentagon shape in the center of the new logo. This could suggest that the "Bridges" group is based within the Pentagon in Washington, D.C.
More generally speaking, the spiderweb design certainly works with the whole "stranding/strands" theme (i.e. strands of spiderweb.) The ostensible focus of the game on connections in general makes complete sense with the strands theme as well as the image of a spiderweb extending across, connecting, and covering what we know as the United States. And finally, with the new logo it could be theorized that the larger star shape of the spiderweb makes a visual connection with a classic American symbol: the five-pointed star.
