It's been happening throughout the day and only lasts a few seconds at a time. My guess is it unlocks to another wave of people, gets flooded, more servers activate and everything keeps on trucking. That's probably how they're managing their resources.

Causes a momentary panic when you see the message, I'm sure. Lol
