It's really BS if Bungie doesn't let digital go live at the same time. There is no reason to make digital wait once physical is fully out in the open

The reason is probably like the reason for every other staggered release, so not to overload the servers and scale them appropriately. Something especially important to consider for a title of this scale and popularity.

I mean, even with the current staggered rollout they were having issues earlier today.

I was getting really excited when I saw only 40 total minutes for download time. As it gets closer to release, that time went up to 1.2 hours . Guess should have preloaded early. Still SUPER hyped
