Physical proximity certainly helps, but that still ties back into "who connected first". People who are closer to the data center, on average, will connect faster, even if they click the button at the "same time". I put "same time" in quotes because everyone who clicked at exactly 9:00 probably only registered with the server within a window of about 500ms, so there's a lot of variance in how fast your packet made it to the server.

Yeah it's trash tier. It just doesn't really bother me too much in Destiny because outside of when Ibfirst made my characters I'm not sure I ever saw their faces again.
