Because there's a very common precedent (as can be seen in this very thread, even among PDP's detractors) to reduce and infantilize white men and treat them as though they are children who don't know any better - call it the boys will be boys effect if you will. Meanwhile, there is a global fear of black people which simultaneously causes young black boys to be spoken of and reacted to as though they were twice their age.

Was he streaming on Youtube Gaming or Twitch? They probably wouldn't do anything if it's the former. At least not if it was a one-off.
PDP case though they may consider an exception because of past controversies. I don't think they'd ever ban a 'gaming channel' for something someone said 1 time on a separate website. But if that channel has had related 'against the TOS' behaviours in the past (e.g. his past controversies), they may argue that the 'channel' has come to represent that behaviour. E.g. Youtube in the past has closed channels of hate groups (e.g. neo-nazis), even though those groups never specifically broke the TOS on Youtube -- their channels in general represented behaviour against their TOS.
Youtube could argue that the continued occurrence of these controversies is enough to argue that the PDP channel in general represents something against the TOS -- even though he never specifically did so on Youtube. I think pretty much any other gaming streaming would get away with it -- and in general Youtube probably rather not enforce the YT TOS for what people say on Twitch. But in PDP case too many past controversies could give YT grounds for it.

This is phrased in a specific way to resonate with those who consider these sorts of things to actually be personal politics, while sounding vaguely inoffensive to anyone who realizes that racism is not a matter of politics (insofar as opinion), personal or otherwise. The intent is to remind his followers that he doesn't judge them for what they may or may not think, so that they'll keep watching his show and giving him money. Add in the "scary as hell" at the end and you've got yourself some righteous outrage brewing off the dregs of apology for racism. ('Apology' here using the secondary definition, a defense of something being criticized.)
