From QA staff I've spoke with decades ago it was common place for publishers to play one side off against the other - with semi unready games - and the platform holder being left with the choice of all the sales going to the other platform, or certifying under duress and banking on the publisher getting patches to fix the game to a good state within two weeks of release.
Looking at the marketing deal Xbox had with the game, and that XsX version is native and not B/C, Sony were never in a position to negotiate a PS4 version day and date that was in a certifiable state. But as I said previously, the Epic vs Apple lawsuit has probably lead to playstation and xbox changing their certification policy, with the final signoff being the game's publisher - so they aren't seen to be overly controlling access to the console market in the way Apple is with IOS.

I bought Godfall off of PSN but I can't get a refund on that and that game is big pile of shit....I have twice the amount of time in Cyberpunk PS than Godfall and have had less issues than in Godfall. Where is my refund for Godfall Sony?

It's still Sony and MS call whether to list or not. They test the games before release (or are supposed to). They should have kept quiet upon the first delay. Release it in 2021, drop last gen versions and make it for next-gen when ready.
