The FF7 remake team did switch to UE4, but inexplicably chose to stick with UE4 in 2020 right around the time Expedition 33 devs were starting out with a total of 1 graphics programmer. they eventually hired 4 and managed to upgrade to UE5.4 mid dev and ship the game at 60 fps without stuttering.
We all know UE5 was even worse 4 years ago and even year after it still had attrocious issues with Open Worlds despite Epic trying to advertise it specifically for them.
Expecting a AAA open world sequel to be an early adopter of experimental tech was always crazy, a small scale turn based rpg or some corridor walking sim looking good 4 years later doesn't change that.
