Is there no such thing as a penalty touchdown in the NFL? In Rugby League, if a player was over the goal line and dropped the ball after being fouled, a penalty try would be awarded under the assumption that a try would have been scored but for the foul.

Nah, the closest thing is "defensive pass interference", which places the ball at the spot of the foul (or at the 1 yard line if it happens in the end zone).
