No. Away goals don't count for either game until the end of extra time (if it goes to that)
Say in normal time at Anfield City win 1-0.But if it gets to extra time, City will have to have matched Liverpool's away goals anyway, unless they score here, and it ends 0-0 at Anfield. That's the only way Liverpool will be able to take advantage of them.
