The word "terrorist" has come to mean something else since 9/11. The definition in the books may not have changed, but in the minds of the general public it means something else now.

Most media called him a terrorist after his motives were revealed. Labeling someone before their intent is clear is misleading. A generic term like gunman or shooter keeps people from being misinformed.

At this time there's no information to indicate that, but they're going slowly and cautiously and gathering information and accounting for people. Right now they only know of the one person. The tactical unit has made several sweeps, and the building is secured.
