I can understand Walt's reluctance to continuously pay off "Mike's guys" in exchange for their silence. Walt simply doesn't know them, or the extent of their knowledge in relation to his operation or his identity -- Mike, however, does. I agree that it's foolish for Walt to be completely dismissive toward their importance, considering he doesn't know what it is exactly they know.
Walt's private conversation with Lydia on the matter of the "hit" she placed on Mike and why she placed it to begin with was interesting, in that it seemed like he was silently in agreement with her line of logic. I have a feeling that they both share a similar opinion of these 9 loose ends - Lydia out of fear, Walt out of inconvience/greed - and they might also share the same solution as to how to ultimately deal with them.
I would not be surprised in the least if Walt inquired as to the names of the people on that list and begin to formulate a plan to have them removed from the picture. They presently pose the biggest and most costly inconvenience to his operation, and I cannot imagine Walt continuing to bankroll their silence.
