Based on the wording of that post PlayStation Mobile hasn't launched yet. I guess this is really just the test bed, and the real launch will begin once the SDK goes public.

The question remains: If adding more functionality from the rest of the PlayStation family of products is such a priority, why didn't the PlayStation Mobile platform launch with more of those features incorporated?
"There's actually a method to our madness to launching in this sort of minimal, viable product standpoint, or a beta," Thomson added. "We're calling it a beta launch. It's because we want developers and our gamers to give us feedback real time, on, 'What do you like? What would you like to see improve? What would you like to see come out in the future?' So the gaming community and the development community are genuinely shaping what our offering evolves into."

Speaking with independent developers at IndieCade recently, many reported that Sony's mobile team had approached them for publishing and co-marketing deals. Some of those developers say they've already signed on to bring their content to PlayStation Mobile. Developers cited relatively short exclusivity arrangements as one of the reasons they planned to bring titles to Sony's mobile platform.
