Well, I specifically said "non-RNG and non-hacked". Breeding like crazy is all legal, after all.
But dang, is brute-force breeding/SR-ing really as big to the competitive community as you seem to be implying? I was always under the impression that, for those perfect Pokemon of just the right speed/hidden power, RNG and legit hacking were the main methods to resort to. Especially with all those shinies populating the VGC battle videos...
RNG is the preferred method now because it is far less time consuming by taking out all the random elements. But without it, people will spend half of an eternity soft resetting for Pokemon. Breeding near flawless Pokemon is not nearly as tough.
