For retailers, they can cost protect by making everything pay on scan, out prints a QR code and away you go... What this means for retailers? reduction in assets, increase in price flexibility, reduction in labor. What this means for publishers? Product can't be sold prior to release date, less labor, more price flexibility.
For consumers... Credit. Integrated market. You sell to friend, they pay money to MS at the price you set, seller gets credit relative to the price set. Seller can use said credit for a future purchase, buyer gets game at a discount. Choice of seller? Check. Choice of price? Check. Equal value? Check. Publisher gets their protection? Check.
Now back to retailers... Same system as before, when a customer sells, they get credit which can also be used in stores. Magical freedom! Now when a consumer uses that credit, a portion of it goes to publisher, a portion goes to retailer. Now retailer gets a rebate (likely in form of cheque/check). That rebate can then be used for more aggressive pricing while still maintaining a margin to increase sales.
This means incentive to take back used games, incentive to sell new games.
For consumers, having licenses means mobility. Like steam. You don't need the disc. But unlike steam you would have options.
Publishers win. Retailers win. Consumers win.
