Yes it pretty much does. That is how memory is used for graphics processing. You don't use 8GB per frame. What durango would do in esram, PS4 would use the same BW to GDDR5. One system is much more straight forward being the major difference. Look at how edram was used on 360.
And you don't use only 32MB per frame (not talking about framebuffer).
