Cops should have some recording device on them at all times while on duty, these recordings should be made available to anyone currently being detained, currently being charged with a crime, or any citizen or media outlet when in reference to a person being detained or charged. States should pass laws requiring that all police departments maintain modern record keeping systems. (It is intentional how poor and outdated most police record keeping systems are.) Feds should have no police powers as per the Constitution.

That is an incredible presumption you've gone ahead and made. You obviously have no clue what it's like to be black in the United States. I'm not saying America is the same as it was in 1960 but you've got to be pretty naive to think racism isn't still a BIG problem in the United States. Look at the freaking President, there's still people like Donald Trump proclaiming that he's a Muslim and that his birth certificate is fake. He's not straight out calling him an N word; racism is subtle these days.
In the video the cop asks one of the kids if he's been arrested before and the young man replies "yeah, once for fighting". To this the asshole cop says "really, that's it?" Read between the lines and you can see that this is an overtly racist comment. That's just one example of many I'm pulling; couple that in with the needless aggression, references to their firearms (the police) which is intimidation, and general belittling. It's easy to see that this is racial profiling.
And by "thug" do you mean "black urban youth" because that's what it seems you're getting at.
Try a little harder next time.
