They most certainly do. Video/audio recording equipment on at all times whilst on duty, remote recording stored off site.

Cops should have some recording device on them at all times while on duty, these recordings should be made available to anyone currently being detained, currently being charged with a crime, or any citizen or media outlet when in reference to a person being detained or charged. States should pass laws requiring that all police departments maintain modern record keeping systems. (It is intentional how poor and outdated most police record keeping systems are.) Feds should have no police powers as per the Constitution.

A lot of injustice would be solved by taking these common sense steps.

Many Polce Department are now testing/actively using small cameras on the head or vest ala "End of Watch". This will be the standard soon enough just like it is now the standard with cameras on squad cars.

I guess if the cops saw them talking to a known drug dealer, in a neighborhood known for open air drug deals, and saw said known drug dealer putting his shoe back on after talking to them which is kind of a clear sign a deal went down, as they said they did, I can't fault them for the stop too much.

The threatening, racism, etc? Completely unnecessary. But I'm not going to write it off as a bad stop in this case. This isn't NYC where you get stopped solely because of your color. Philly has an independent third party organization that audits all stop & frisks. They have an electronic database of all of them, and they have to give very specific justifications for the stops that are then audited by a court appointed auditor. The current auditor is a Dean of the Temple University School of Law.

The guy with the phone didn't even talk to the alleged drug dealer. According to the cop, he was stopped because "he kept mouthing off instead of leaving", which was also factually false as you can see at the start of the video where he walks off silently.
