Yes it will, and yes you can.

Once a Pokemon is infected, it'll continue to receive the benefits (2x EV) even after it's cured. The only drawback is that you can't infect more Pokemon.

No benefits from starting at level 1. You're gonna want to make sure you EV train it though.

It's really mediocre, especially when you compare it to what Yveltal got (arguably one of the best drain moves in the game).
Land's Wrath wouldn't be so bad if it wasn't already directly outclassed by 'quake. At least it has the shtick of not hitting your allies, but with Zygarde being banned in VGC what's the fucking point.

Nope. Everything is TMs/Learned Naturally(Fire Blast, Solar Beam, either Fly/Aerial Slash, and Flare Blitz). Fuck yeah.

EDIT: Also yeah, it will be EV trained. I really did win the jackpot. If only it was shiny too. Hehe.

Yeah, I caught like 6 charmeleons, just to see who had the best 2 IVs, but randomly ran into that monster. I almost threw a party.
