That's not really fair. There is a coherent story (mostly) that you're able to follow. It's also a lot of innuendo is mixed in.

The story exists for the innuendo. The sexual themes drive the plot, as opposed to the other way around. The plot is there, but I think it's fair to say the show is innuendo. It doesn't mean that the plot doesn't exist, just that it's not the point.
