Yes, that could be true too. I hope we find out about anything like this before it comes out.
That said, Sony has never done anything like that before. I've never had a problem running an American account on any of the Japanese hardware I've purchased from them, either. It doesn't really make much sense to block accounts from being used.
It's the other way around- some games are not compatible with the PS3 controller, and that's only because of the lack of a touchpad- that doesn't mean they wouldn't still actually run though.
I doubt they are going to change up much of anything, and if they do, that's only on the store- again, not related to the account being used. But this is all assumption. We don't know how it's all going to work yet. If you go by the video in this thread, there's no difference in the interface.
Im just generally saying that its better to not get folks hopes up, since all we know is that its a unit thats designed for the Japanese market currently. Dont want other GAF users assuming that it will work, buy it before hand only to find out it doesnt.
Its not that far off anyways, so a bit more of a wait isnt going to kill anyone.
Still want some confirmation on how the PSN account registration and numbers allowed will work with the PSV TV. There was this older article that talked about the subject but am not sure if things have been updated since.

At the moment you can register only two PS Vita units to your PSN account, and this has caused concern between Japanese users with the announcement of the PS Vita TV and the new PCH-2000 model. With three models available, and maybe some wanting to have multiple Vita TV units attached to multiple TVs to take advantage of remote play from the PS4, the current limit may prove a little restrictive.
Sony Computer Entertainment Japan and Asia Senior Vice President Hiroshi Ueda told 4Gamer in an interview that the limit is indeed there, but concerned customers won’t be ignored.
Currently for each PSN account you can register up to two PS Vita. This means that if you already have two PS Vita one must be removed to register a PS Vita TV. We were surprised by the fact that this caused concern between customers.
Although this policy cannot be changed easily, after we heard the concerns I believe we should not ignore them. Strengthening communication with customers properly, we want to avoid situations that cause inconvenience after a purchase.
Now that the voice of the customers has reached us, we’ll move according to our policies to improve the elements that can be changed.
Sony Computer Entertainment has been very responsive, lately, in changing policies that caused concern between customers, so we’ll see what they’ll do to in order to patch this situation. Considering the low price of the PS Vita TV, I can definitely see how some gamers with disposable income may want to get more than one in order to be able to play their PS4 games on multiple TVs in different rooms.
Hell, I have a friend with a TV in his bathroom. Bet you he’ll want a PS Vita TV there. He’s that kind of dude.
