No PS4 games are coming to US PSPlus in December, so I'd at least wait until January before deciding. You should also watch the PS Blog to find out when the current PS4 games expire, no reason to activate it until the day before the game you really want expires since you can't play it yet anyway.

usually you can use paypal on websites without making a account but not for ebay. I think you can verify a paypal account instantly by logging into your bank account through paypal.
