Because in America, they use cider to refer to a non-alcoholic apple drink. Over here, cider is just alcoholic. So in-game, both of these are non-alcoholic, just as Nintendo like.

You have to visit a town to get more. I got a 2nd tweeter just by putting my 1st one away and re-visiting the same town.
