Akuma was in the first version of 4, and they still had a ton of hyped characters to release.
Besides Akuma who else would they have? The huge list of characters that have not returned since 4:

Rose
Q
Oro
Sodom
Sean
Elena
Poison
Tweleve (I like him ok!)
Maki
Eagle
Gen
Rolento
Cody
ect.
Akuma is high on most peoples want list but so are a ton others. Seems like the Sagat crowd is a bit more vocal than the Akuma one for this game imo. Personally just want Rose back but meh thats me

The funny thing about that is that for the longest time there was actually debate about whether her appearance in RS was canon or not. Her school in that game conflicted with the one she went to in SF. It's only recently that they've 100% solidified it.

I'm not a fan of Akuma but I'm excited about more character reveals, new stages and new content coming to Street Fighter V. Since they've held back on non-essential balance amendments until the Pro Tour Season is over there might be some interesting changes coming.

Akuma, Sagat, and Sakura are basically the "Holy Trinity" of characters not in 5 yet.
Giving away Akuma now, still leaves plenty of juice for later.

Even conceding to the idea of using Akuma as soon as possible for Season 2, you would think Capcom would it hold off and have him be the last confirmed Season 2 character.
It's like how they kept Juri and Urien for last this year. Or kept Dhalsim's redesign secret until near last.
