Almost every dot they can see has basically the same resources, though. They could estimate what elements are there by analyzing the stars as well if they want more of the heavier ones or lighter ones, but the basic stuff is everywhere in the galaxy as long as you have the tech to get there.

Secondly, you should learn what gravitational waves are in the context of general relativity and these patents before you try to connect some kind of dots. Lazar and his ramblings about his made up gravitational waves is something completely different from GWs Einstein theorised.
In reality all you need is 2 accelerating masses to generate gravitational waves according to Einstein. And no, those are not some waves that transfer gravitational force itself and makes you fall towards things like that clown Lazar was telling. He was explaining gravity like it's an EM field which is utter horeshit.
