It's actually a great system for most figures.
Say, on December 15th, they say "On January 1st, this figure will go up for preorder. We plan to have this figure out in April." Preorders will stay open until either 1) a high ceiling is reached or 2) a period of time has passed. Sometimes they tell you. Sometimes they don't. However, what occurs is that they start producing the actual figure right before preorders open. Then, when they open, they can gauge demand. If they're coming in hot-and-heavy, they can temporarily close preorders while catching up. Usually what happens is that preorders remain open until a month or two before release.
This gives them time to make stock + make more for retail. It's a great system. Preorder, or risk losing out. Some gamble, but you always have the chance to get the figure at MSRP (or even cheaper through preorder discounts) no matter what.
One company even says "Preorders will open January 1st through January 15th, get it then if you want it, because we want this to be exclusive and rare." If you preorder in that window you are guaranteed the figure.
It's a little different for Amiibos, sure. They have actual retail stock which probably takes up a good chunk of their actual stock. But why they don't follow their countrymen and women with their methodology that has proven to have worked for years and years is confusing.

Ahh, very interesting, I mean it makes total sense. I wonder if it's the "firehose" approach that's causing the problem - it seems like releasing so many figures in such a short period of time would make it very hard to work the system in the manner which you're describing.

1. Yes, probably import it from a Japanese site. They have plenty, and are shipping already. Your next best bet is to go in store Feb 1st (go early in the morning).

4. No NA retail is taking Wave 4 Pre-orders yet. Only EB Game Australia, GAMES UK, and a couple other regions (but they sold out instantly). We are all still waiting on Wave 4 pre-orders to go up. We have NO indication when they will go up (Newegg posted the pre-order pages like 4 days ago, but it just says COMING SOON).

Can't think of anything. Basically, no idea when Wave 4 pre-orders are happening. Most stores in NA are going to sell Wave 3 Feb 1st. Wal Mart delayed some of their Amiibos to the 6th and 20th (so don't go through them).
