It's actually just a setting in the Eshop. Totally unrelated to any credit card information.

They still ask for a zip for the CC, and it has to be correct, but the zip you set within the Eshop determines tax collection, and there's no authentication on that.

I have my credit card saved and just changed the zip code and it's been fine for 6 months of no tax and still adding funds.
