I honestly wouldn't be surprised if they were bouncing around some: DKCR and Animal Crossing are probably considered not-quite-premium titles, something like Art Academy or Crosswords are "budget", and new Mario/Zelda/Pokemon titles will be premium, $40 games.

EDIT: Still. Error Code 005-6534.

In case anyone else gets this error, the solution is basically to change your system's region settings to a different country, launch the shop, then change them back and launch the shop again. Worked for me! Thank the gods.
