Here goes the paranoid side of me. They maintain this database and after a mass shooting it's announced "they bought HUNDREDS of rounds of ammunition before the shooting. We could have stopped this if we limit how much ammunition you can purchase." So then you're limited to say only buying one hundred in a certain time period. A spur of the moment range trip will all of a sudden be very short or just not worth it.
