I'm pretty sure that would be an issue too.

There are no WTO issues with encouraging citizens to buy or avoid certain products, without imposing any trade sanctions otherwise. Just look at South Korea, which was able to discourage Koreans from buying non-Korean cars by threatening to audit the taxes of those who bought foreign cars, and their long history of quasi-protectionist practices.
