Maybe a better return question(s) to him is "Why does it matter? What's the importance of making a set of distinctions like that? Does being one somehow invalidate ones self-worth or something?"

There's really no good way to define it, so why try?

Do hands count?
Does oral count?
Does anal count?
Does any penetration count?
Do you have to have a certain amount of your penis in?
Do you have to thrust a minimum amount of times?
Do you have to finish?
Do you have to finish inside?

and that only takes into account a man and a woman.

I will say if you've never had sex without a condom and aren't fully committed to someone...don't.

Your friend is strange. Semi-virgin? It doesn't matter that two people had intercourse, just that the possibility of pregnancy and spread of STDs is much greater.
 
That's ridiculous. Sex is sex. It feels a lot better without a condom obviously, and cumming inside her is the best and feels natural.My girlfriend and I haven't used condoms in a year and a half and I love it.

If you've had sex without a condom you probably have HPV though, at least according to my doctor a few years ago on my annual STI testing.
