Um, what happens if I don't have the original installed, am I shit out of luck? Or is there a separate original and update file when I redownload.

How can i see if it has securom? what folder to look in?
Paused the update, but there's no option to never update in the properties for the game anymore, only to prioritize updating or to only update it when you run it, both of which are useless.
You need to start a new game I was already about 20 hours into my first playthrough...
I really hate that steam forces you to update games. I work away for months at a time and have to make sure steam is offline otherwise any of my games that ask for an update become unplayable. Even a simple integrity check for a game causing me trouble will lock me out of a huge number or games and I can't download 5gig updates with an hour or two in starbucks(my workplace has internet at 300mb for $20...)
This is something I really hope steam addresses in the future. Forced updates suck.

Download the patch I linked earlier. It fixes this, but you also need an ASI Loader, which the link also mentions.
Great that they have already patched this. But I was just showing what the new options look like for those who are curious. It is interesting that my highest resolution option is a 16:10 aspect ratio, maybe it has something to do with me having a 16:9 and a 16:10 monitor plugged into my system? And it is detecting the max 16:9 resolution as 1280:720 and my max 16:10 resolution as 1680:1050?
Explain something to me, is this something the developers actually agree to when writing the original contract? Because at the time SA was released, digital distribution wasn't even a thing (at least for these games). Or was this something added in when the Steam version came along that none of us happened to notice? I know I clearly didn't.

Really freaking lame but the law makes them do it. As long as the digital files can be bought online they have to edit the files to comply with licensing agreements etc.
To show you how poor the PC version is, if you crash into any vehicle, the vehicle simply takes damage in the spot where you car takes damage. That means if you hit the back of a car with the front of your car, the car you hit will only take damage in the front, not the back. The PC version is fucking bathed in these types of oddities.
Is this a new problem with the car damage? Because I don't remember it being like that before. Maybe it was? But this port is perplexing.
The retail version had securom so maybe that was a mistake?

I'm under the impression that the Vice City thing was accomplished by making a new store entry for Vice City.
Whereas San Andreas is re-using the same store entry, and since they're also adding functionality, they would have to branch San Andreas into two separate versions, and they'd have to somehow limit being able to roll back to older San Andreas to existing users, which Steam doesn't support. If they allowed new purchasers to roll back, they'd be in violation of contract.
So it appears it's a combination of the Steam tools available, Valve's indifference, and Rockstar's internal legacy sustain budget.

Just coming back to this post again. It looks like the right thumb stick won't work unless you enable the gamepad option. I think leaving the option to "keyboard and mouse" just leaves the gamepad in some legacy mode. Which is why the right analogue stick won't work. Also if both analogue sticks work but none of the action buttons do, you might want to reset the controls to default.
Also it seems like anti aliasing can only be changed while in game, which is odd.
This is why I'll always buy physical over digital. If it means I have to have closet filled with disks and old consoles, I'll do it.
