"There was definitely an opportunity in Blinx 2 to turn the Blinx brand name around into a quality product, but that opportunity has been wasted here. The additions made to the game seem largely perfunctory when you consider that the underlying gameplay is still quite dull, and that the game simply lacks an engaging storyline or characters worth caring about. The fundamentals needed to make a quality platformer just aren't here, and thus, Blinx 2 is a game you should probably pass on."

I believe that's the same score they gave the first one.

What was really funny was that IGNXbox gave the first game XBox GOTS at E3 2002, instead of Splinter Cell... then gave it one of their usual inflated scores when they reviewed it.

They gave it an 8.8. From the Closing Comments:

Granted Blinx is a cute and a well-designed (if almost completely silent) character. And he is more than a potential mascot for Xbox (though somehow I think Master Chief will remain synonymous with the 'box more than Blinx ever will), he is the future of Xbox games. This is the first significant use of the hard drive. The first real sampling of what makes the Xbox unique from the other consoles. Developers will begin to get creative with the hard drive. Maybe not so much next year, but certainly by 2004 we will see a lot more uses of the hard drive than just having the power of TiVo. And for that, Blinx deserves a spot in anyone's video game library. Not only is it a solid, challenging, and beautiful game, but it's also a significant step in the direction of the Xbox. And while not the best game on Xbox, it may very well be the most important one yet.

Actually, this thread could really use some quotes from all the E3 2002 hype.

Don't you dare call Blinx a platformer. This amazing game is much more than that. The word "revolutionary" and "innovative" are tossed around with abandon, but here they are truly worthy. Blinx leaves behind the 3D world and heads into the fourth dimension -- time.

It was easily the most innovative title for the Xbox if not the entire show, and it is for this reason that Blinx: The Timesweeper impressed us as the top Xbox title at E3. Turning your Xbox hard drive into a videogame version of Tivo is one hell of a good idea itself, but Artoon (made up of veterans from the original Sonic team) has gone the extra step to cook up some marvelous gameplay applications for this technology.

All of Blinx' fast forward, pause, rewind and recording abilities can be used at any point and in any manner you can think of, once you collect enough appropriately colored power crystals. Rewinding a collapsed bridge or recording the activities of a duplicate version of your character for future use are revolutionary game concepts set in a familiar platforming universe. Blinx should be the ultimate combo of classic platform gaming and new technology (only possible on Xbox) that Microsoft has been looking for.

Runners Up:

Brute Force - Microsoft
Splinter Cell - Ubi Soft
Dead to Rights - Namco
We also can't forget about how Prince of Persia pretty much owned MS' PR bullshit about the time travel stuff being "only possible on Xbox."

EDIT: And the quote from that review of the first game only makes it more ironic.
