Yeah eBay currently has this loophole. And it totally sucks and there is almost nothing you can do besides report them. If enough people report them then they can be permanently banned from selling on ebay/paypal.
Another thing you can do is be a huge dick and sink to their level. If they relisted it again, just bid on it. Bid very high so that you win, and then don't pay. An unpaid item case will be automatically opened after 2 days in which case you have a week or so to pay.
You can even put in multiple bids from other accounts so they have a hard time giving people 2nd chance offers after you don't pay.
I wouldn't condone this kind of behavior, but it is what people do.
Also you can buy something else from them and then leave negative feedback. That's also pretty shady, but someone did that to me once. Now I know that every time there is any dispute on eBay with a buyer or seller I immediately block that person from buying anything from me.

Anyone else remember when you had to mail money orders to the eBay sellers to pay
for things? Oh how far we've come.
