They have never launched a Playstation console at the same time in Japan in history. PS1 and 2 Japan had super early, PSP and Vita came to Japan months early, PS3 it was only a week, but PAL had to wait months.
The only time Japan has gone last is the PS4, because everyone there was happy playing Vita and Japanese devs weren't really ready, IIRC.
