Most likely he hadn't actually inputted anything after the run cancel and so responded to Ryu's CA with his CA and Ken's CA had more invulnerability frames.

No, I meant wasn't Tokido's CA a (failed) punish to Ken's V-Trigger cancel, which was in fact -5? That counter CA was definitely a proper answer to that.
