Why am I not surprised this is happening to a city mostly populated by Black people?

No, it fucking isn't. It's a step in the direction of not graduating high school because of a dumb ass requirement.i think it's a step in the right direction in making sure kids have long term goals and are actually preparing for life after grade school
Exactly, some things do not come with a dumb acceptance letter. This is going to last less than a year. You don't have to be accepted to community college
Why would you want to lower your graduation rates? That's just dumb.
Not everyone is built for secondary education
Forcing someone at that age to commit to paying for college is wrong. Sometimes people need to take a year.

Not defending this but community colleges do not normally have application fees. The applications aren't typically much more than "where do you live and did you graduate high school?"
No one has ever had that requirement before and we really shouldn't expect much from Rahm. He doesn't have the people's best interest in mind.I mean. . . how hard is it to get a letter saying they have been accepted to an 'internship' at McDonalds?
Many universities will also waive application fees if you show economic hardship.
All CPS students qualify for free tuition at City Colleges through a partnership
Good paying jobs should only hire you if you have kids. Child-less adults can work at McDonalds. You gotta make sure people who want to earn a lot of money don't think that is the end goal, after all.

How about just, "No" all together?Fine, put Chicago on the hook for the application fees then.
