I don't think you can really call them PCs if you strip away what makes PC gaming PC gaming. As you said, however, I do think that in the future, hardware will be a non-factor for games and they will attempt to make them playable on anything that has a screen. I hear GeForce Now is already quite good when it comes to latency, so perhaps in 20 or 30 years, the latency will be so negligible that there really won't be an advantage to owning a console when you can just turn on your TV and stream games directly from there and play with your controller. Same thing for PCs. You won't need dedicated hardware when you can just turn on a GeForce Now-like service and get a mid-range PC gaming experience.This is what I see too. They will more or less merge into a PC. Which they already are, but I expect more walls to strip back and developers will end up making one version of the game that has the "Console" settings pre defined with the option for the end user to tweak in presets or maybe even finer tuned.
Basically, they will turn more into PCs but marketed as a console type experience.
At least, that's where I see the industry moving. No need for specialized hardware. Just play any title on any device with a screen.
