I do not follow your logic. The bans reflect the quality of moderation. The comments reflect the character of the community.
In my experience, all of those places have much wider range of opinions than NeoGAF. People here are claiming Colin has made, and I quote, "blatantly" racist comments, without providing any evidence that could remotely satisfy the definition of blatant. A lot of people around the Internet are talking about this and yet NeoGAF is the only place (except for the Twitter accounts and blogs of professional game journalists like Arthur Gies) where anyone is making such forceful condemnations, let alone writing short essays about it and patting eachother on the back for doing so.
When the rhetoric here is so extreme, with so little evidence, and so far out of line with the rest of the discussion, I call that an echo chamber.
I can use a euphemism if you'd prefer.
I think you're picking out certain posts and then falsely claiming that everyone is calling him a blatant racist which in turn fits your narrative that GAF is an echo chamber. I've seen very few if anyone claim he is just as bad as say JonTron or Richard Spencer. He does however voice support for some blatant racists though.
Just because you claim the rhetoric here in general is so "extreme" does not make it so.
