They just explained the reasoning behind the "toe tapping". From the announcers, apparently when moving forward, the toe can drag and it's a completed catch. However, when moving backwards, heel has to be down.

Either way, its stupid because the end result of a toe being inbounds and a heel out of bounds is the same. One just looks better, that's why its a stupid rule.
