Im pretty sure this is not Control 2 but more of a spin-off to tie in some loose ends. the Jesse sequel is probably also being developed.

It was predictable that Dylan would be a playable character in a follow up and in fact I think I did predict it. Sam Lake loves his Jungian dualism and while I think that's mostly hokum it isn't totally random and has a pattern.
