Yes, George Howard Skub does strangle Toby after he went to see him. But remember, Toby came in with a guilty conscience thinking he had wrongly sentenced an innocent man. If one were in prison for a crime you didn't commit and one of the jurors came to you expressing second thoughts after sending you to prison, I'd imagine most would not be happy with them (but that certainly doesn't justify strangulation).
Creed also sometimes implies in some interviews and Q&As about The Office that his character is the Stangler or involved with some killing (But honestly he is likely just making playful jokes about the character and is not saying anything in canon).
For instance, Creed Bratton has recently released an album (Slightly Altered) and was questioned about his character being the Strangler, and he said "...when we asked if he was the “Scranton Strangler” he kind of tipped his hand to us, “why would you say that?” he hilariously says.
